This guide covers finding a pharmacy out of hours, which medicines need a prescription, and how electronic prescriptions and home delivery work. It is general information: for advice about your own medicines, speak to your doctor or pharmacist.
Who regulates pharmacies
Each emirate's health authority licenses pharmacies and pharmacists: the DHA in Dubai, the Department of Health in Abu Dhabi and the Ministry of Health and Prevention (MOHAP) in the northern emirates. Since December 2025 the federal Emirates Drug Establishment (EDE) has handled medicine registration, pricing and import permits, taking over from MOHAP, UAEinform reported in October 2026.
A licensed pharmacy shows its licence number on the shopfront and on receipts. The DHA's Pharmacy Guidelines require facilities offering pharmaceutical services to follow federal law and DHA regulations, and the authority's Drug Control Department periodically checks that prescribing and dispensing rules are being followed.
Finding a pharmacy after hours
24-hour pharmacies are common in Dubai, and pharmacies attached to hospitals generally operate around the clock alongside emergency departments (UAEinform, October 2026). We could not find a current official DHA list of 24-hour pharmacies, so check opening hours directly with the pharmacy or hospital before you set off.
- Hospital pharmacies: the usual round-the-clock option, next to emergency departments.
- Delivery apps: cover many after-hours requests, but prescription items still need a pharmacist's check (see below).
- Dubai Health patients: the Customer Experience Team answers medication and refill questions 24 hours a day on 800 60.
If someone is seriously unwell, don't wait for a pharmacy: call 998 for an ambulance, which can be reached anywhere in the UAE. Our guide to medical emergencies in Dubai explains when to use 998, an emergency department or a 24-hour health centre.
What needs a prescription
Antibiotics such as amoxicillin, azithromycin and ciprofloxacin are prescription-only in Dubai: a DHA circular dated 29 March 2017 told pharmacies not to dispense them without a licensed physician's prescription. Codeine combinations also need a prescription, while plain paracetamol and ibuprofen are sold over the counter, according to UAEinform. The EDE's registered medical product directory shows each product's dispensing classification.
Controlled medicines, including some strong painkillers, are handled more strictly. Their prescribing and dispensing runs through the Unified National Platform for Medicine Monitoring, operated by the Ministry of Interior, which links patient prescription data across Dubai and the other emirates (DHA, January 2024). They are normally excluded from delivery and must be collected in person with an Emirates ID.
E-prescriptions and home delivery
For prescription medicines, e-pharmacy services run through health facilities' own electronic systems, which the DHA's Smart Informatics and Drug Control departments audit first. If you order online, you upload a valid UAE prescription and a licensed pharmacist verifies it before dispatch. Our guide to online pharmacies in the UAE covers this in more detail.
Dubai Health, which runs the emirate's public hospitals and health centres, delivers prescription medicines through its Dawaee service to all emirates, for patients holding a valid prescription from a Dubai Health facility. According to its March 2026 service page:
- Ask your treating doctor to submit a delivery request after the consultation, or call 800 60.
- For refills, log in to your account on the Dubai Health website or app, select Medication and follow the steps.
- Show a valid Emirates ID (the patient's or your own) to the driver.
- Check the medicines and their storage conditions straight away; some need refrigeration.
Paying
Pharmacy prices are regulated, and generic substitution is allowed where the prescriber has not blocked it. Mandatory plans such as Dubai's Essential Benefits Plan include a formulary, often with a co-payment, and network pharmacies process claims directly (UAEinform). Our Essential Benefits Plan explainer sets out the basic plan's terms.
Before you go
- Carry your Emirates ID; prescriptions are logged against it.
- Look for the DHA licence number on the shopfront or receipt.
- Ask the pharmacist whether a generic version is available.
- Bringing medicines from abroad? Carry the original prescription in English or Arabic; controlled medicines may need an EDE permit.
- For questions about your own treatment, see your doctor.
For general information, not medical advice. Details can change; check with the DHA or your pharmacist before relying on them, and see a doctor for advice about your own health.
