Online Pharmacies in the UAE: What Is Allowed and What to Check
In summary
Pharmacies in the UAE, including those selling online, are licensed by the DHA in Dubai, the DOH in Abu Dhabi and MOHAP in the northern emirates. Prescription items ordered online need a valid UAE prescription verified by a licensed pharmacist before dispatch, and controlled medicines are normally excluded from delivery. Under DHA telehealth standards, narcotic, controlled and semi-controlled medicines cannot be prescribed or dispensed through telehealth. Buying medicines from social-media sellers or unbranded online stores is not lawful.
Key takeaways
- Pharmacies are licensed by the DHA (Dubai), DOH (Abu Dhabi) or MOHAP (northern emirates).
- Prescription items need a valid UAE prescription, checked by a licensed pharmacist before dispatch.
- Controlled medicines are normally excluded from delivery and collected in person with an Emirates ID.
- Antibiotics are prescription-only in Dubai under a DHA circular of 29 March 2017.
- Buying medicines from social-media sellers or unbranded online stores is not lawful.
Ordering medicine online is legal in the UAE when the seller is a licensed pharmacy: the DHA licenses pharmacies in Dubai, the Department of Health in Abu Dhabi, and the Ministry of Health and Prevention (MOHAP) in the northern emirates. Prescription items need a valid UAE prescription, which a licensed pharmacist verifies before the order is sent out.
Pharmacy chains and delivery platforms take orders through websites and apps, but the dispensing pharmacy is the one responsible for checking the prescription. Here is how the rules work in practice.
What can and can't be delivered
Type of medicineOnline order? Over-the-counter products, such as paracetamol-only medicinesYes, from a licensed pharmacy Prescription-only medicines, including antibioticsYes, with a valid UAE prescription uploaded and checked by a pharmacist Controlled medicinesNormally no; collected in person with an Emirates IDAntibiotics have been prescription-only in Dubai since a DHA circular of 29 March 2017 told pharmacies not to dispense them without a doctor's prescription. UAEinform's October 2026 guide notes that each dispensed prescription is logged against the patient's Emirates ID.
Mediclinic, one provider with an online pharmacy, says on its own site that a scanned, valid prescription is acceptable for most orders, but that original hard copies may be required for controlled substances.
On delivery, Mediclinic says orders are checked by licensed pharmacists, stored and delivered under temperature-controlled conditions, and usually arrive the same or next day in most UAE regions, depending on order time and stock. Delivery apps that broker pharmacy orders don't change the rule: the dispensing pharmacy must still verify the prescription.
Telemedicine and prescriptions
If the prescription comes from a video consultation, the DHA's Standards for Telehealth Services (Issue 4, effective 26 November 2025) apply. Prescribing must follow the UAE drug list, and narcotic, controlled and semi-controlled medicines cannot be prescribed or dispensed through telehealth. The DHA's Telehealth Policy lists telepharmacy as one of six recognised telehealth areas, and providers must follow MOHAP requirements on pharmaceuticals.

Prices and insurance
- Medicine prices are regulated. UAEinform reports that DHA guidelines bar pharmacies from charging above the pack price.
- Generic versions are permitted where the prescriber hasn't blocked substitution.
- Mandatory plans such as Dubai's Essential Benefits Plan often include a pharmacy benefit, usually with a co-payment. Out-of-network purchases are usually paid upfront and claimed back against a receipt.
Sellers to avoid
Buying medicines from social-media sellers or unbranded online stores is not lawful, according to UAEinform. Mediclinic's guidance warns against unverified online sources for prescription medicines and against sites offering unreasonably discounted or unbranded products. Medicines posted from abroad need a permit from the Emirates Drug Establishment, issued to the recipient before dispatch, or they may be seized.
Before you order
- Check the seller is a licensed UAE pharmacy, not a marketplace listing or social-media account.
- Have a valid UAE prescription ready to upload for prescription items.
- Expect to collect controlled medicines in person.
- Ask whether your insurer's pharmacy benefit applies to online orders.
