Spa Etiquette in Dubai: What to Expect, and the Rules That Apply
In summary
Swimwear is permitted at spa facilities in Dubai, but taking photos or videos of people without consent is illegal, with Cybercrime Law penalties of up to six months in jail and fines of AED 150,000 to AED 500,000. Dubai Municipality's 2026 guidelines require consultation forms before specialised services and tell salons not to schedule hair removal before a Moroccan bath. Guests are commonly advised to arrive 15 to 20 minutes early.
Key takeaways
- Swimwear is permitted at spa facilities in Dubai (Gulf News, December 2025).
- Photographing or filming people without consent is illegal in the UAE; keep phones away in changing areas.
- Expect a consultation form before skincare, lash, hair-colour and Oriental bath services.
- Don't book hair removal immediately before a Moroccan bath; Dubai Municipality bars that sequence.
- Arrive 15 to 20 minutes early and mention any skin concerns.
Swimwear is permitted at spa facilities in Dubai, Gulf News confirmed in its December 2025 guide to the city's rules. The same guide notes that taking photos or videos of people without their consent is illegal in the UAE, with Cybercrime Law penalties of up to six months in jail, a fine of AED 150,000 to AED 500,000, or both.
Most spa etiquette comes down to that pair: relax, but respect other people's privacy. Here is what else to expect.
Before you arrive
- Arrive 15 to 20 minutes early. InsuranceMarket.ae's hammam guide suggests this, along with telling staff about any concerns.
- Plan your hair removal. Avoid shaving or waxing for at least a day before a hammam. Dubai Municipality's March 2026 guidelines tell salons not to offer services in a sequence that may damage skin, such as hair removal followed by a Moroccan bath.
- Don't experiment before a big day. The same DHA advice suggested avoiding new treatments or products on your skin, especially if it is sensitive.
- Patch test new dyes. The Dubai Health Authority advised in 2024 doing a patch test before hair dye and avoiding unfamiliar products if your skin is sensitive.
The consultation form
Dubai Municipality requires a consultation form before specialised services: hair care, skincare, eyelash extensions and Oriental bath. Answer it fully. Its 2022 guidelines also say salons should not provide services to customers with a skin disease or infection on the premises, so mention any rash or broken skin.
In the changing room and wet areas
- Keep your phone in your locker. Photography rules apply to spas as much as anywhere.
- Swimwear is permitted; ask what the spa provides, as towels and disposable underwear are often, but not always, supplied.
- Gulf News advises keeping public affection discreet in Dubai; that applies in couples' areas too.
During the treatment
- Expect fresh linen and single-use items. Trakhees guidelines (2018) required a fresh disposable bed cover for each customer in salons in its areas, and Dubai Municipality requires single-use tools disposed of after each service.
- Services that produce smoke or vapour require masks under the 2026 guidelines.
- Staff should be well too: the 2026 guidelines say workers with an infection that could affect others should take sick leave until recovered, and wash and sanitise their hands before and after each service.
Know what you are booking
Spa and massage services are not medical care. In 2018, a Dubai Municipality official told Gulf News that massage centres are not licensed to provide medical services, and that running a massage parlour from an apartment, or without a licence, is prohibited. Clinical treatments such as laser or injections belong in a DHA-licensed facility; see which cosmetic treatments need a licensed clinic.
Before you go
- Confirm what is included and how long the treatment lasts.
- Bring swimwear and check what the spa provides.
- Leave your phone in the locker.
- Read what to expect at a hammam, or browse spas in the Directory.
- Report hygiene concerns to Dubai Municipality on 800900.
For general information. Details can change; check with the spa or Dubai Municipality before relying on them.
