The rules on the water
The Dubai Maritime Authority (DMA), part of the Ports, Customs and Free Zone Corporation, sets safety rules for everything on Dubai's waters. Its guidance, reported in February 2026, says:
- Use only zones designated for maritime activities. Entering a restricted area needs an official permit.
- Wear a life jacket while practising water sports.
- Recreational activity companies must display their DMA permit, which carries key safety guidelines, and must explain those guidelines to users.
At the start of the 2024–2025 marine sports season the DMA added that safety buoys mark swimming zones, restricted zones and mooring points. Sea users should stay out of designated swimming areas, keep navigation channels and entrances clear, and check the weather before heading out. Kayaking was named among the activities those guidelines cover.
Property Finder's guide also advises staying within marked paddling zones, especially in Dubai Marina and around Palm Jumeirah, where boat traffic is heavier. If you are swimming rather than paddling, see lifeguarded beaches and times.

When to go
Property Finder's guide names November to April as the most comfortable period, with sunrise and sunset the usual times to be on the water. It also notes that beach rentals generally need no prior booking, although platform listings such as the Palm Jumeirah one above do.
Before you go
- Check that the operator displays its Dubai Maritime Authority permit.
- Wear the life jacket, even on calm water.
- Keep out of buoyed swimming zones and boat channels.
- Check the weather and sea state on the day.
- Browse watersports and fitness providers in our Directory.
For general information. Rules, prices and conditions can change; check with the Dubai Maritime Authority and the operator before you go.
